Pensions dashboards town hall

The Pensions Dashboards Programme (PDP) and The Money and Pensions Service (MaPS) hosted a town hall event on Monday 2 December 2024.

We were joined by speakers from The MoneyHelper Pensions Dashboards Team, the Department for Work and Pensions (DWP), The Pensions Regulator (TPR), the Financial Conduct Authority (FCA) and GOV.UK One Login. This event provided attendees with insights, updates, and the path forward on pensions dashboards.

Oliver Morley

The Money and Pensions Service

Oliver Morley is CEO of the Money and Pensions Service and joined on 1 February 2024.

Oliver brings a unique blend of private sector experience at Thomson Reuters, combined with a successful record of leadership as CEO of public sector organisations, including the Pension Protection Fund. Prior to this, he was the CEO of the DVLA, with services to over 45 million customers annually where he was awarded a CBE for digital transformation.

Oliver is committed to seeing MaPS reach its full potential to deliver on its purpose “to help people, particularly those most in need, to make the most of their money and pensions.” His established relationship with key pensions industry stakeholders will support the team in delivering the Pensions Dashboards Programme, including the MoneyHelper dashboard.

Kim Webb

Pensions Dashboards Programme

Kim is a career civil servant and has been a project delivery professional in DWP for over 20 years, successfully delivering policy-driven and organisational change projects and programmes to time, cost and quality standards.

She first joined the Pensions Dashboards Programme in March 2023 as the DWP Reset Director and was then appointed by MaPS as the Programme Director in October 2023. This continuity has enabled the programme to progress through reset successfully and get back on course to achieve the strategic outcomes.

Immediately before this, Kim led the Portfolio Management function in DWP providing assurance and monitoring risk and performance across the portfolio of 162 projects and programmes.

Chris Curry

Pensions Dashboards Programme

Chris Curry was appointed as Principal of the Pensions Dashboards Programme at the Money and Pensions Service in 2019, on a part-time basis.

Chris brings valuable expertise and insight gained in his other role as the Director of the Pensions Policy Institute (PPI), where he continues to work part-time. Chris has worked on important projects, such as the Department for Work and Pensions Auto-Enrolment Review Advisory Group in 2017, where he was co-chair and led on providing advice on the theme of Contributions.

At the PPI, Chris has authored and presented a number of research reports analysing pensions (including state, private and public sector pensions), pension reforms and other provision for retirement income.

Chris started his career as an Economic Adviser at the Department of Social Security (now the Department for Work and Pensions), before joining the Association of British Insurers as Senior Economist.

Chris has a BSc (Hons) in Economics from the University of Warwick, and an MSc in Economics from Queen Mary and Westfield College, University of London.

Iain Patterson

Pensions Dashboards Programme

Iain Patterson was appointed the Senior Responsible Owner (SRO) at the Pensions Dashboards Programme on 17 April 2024 to lead activities in preperation to begin connecting industry to the dashboards ecosystem.

Iain joined PDP from his role as Senior Strategic Technology Adviser in the Central Digital and Data Office, which is part of the Cabinet Office. He has held various high profile leadership and delivery roles in his career; from global and FTSE 100 companies, from utility sector through to aerospace and public sector. Iain has delivered some of the most complex initiatives In the public sector, such as the London 2012 Olympic and Paralympic Games. Iain specialises in the impact of legacy on the digital economy and government digital agendas, and how to modernise whilst maintaining pace.

Simon Boniwell

The Department for Work and Pensions

Simon is a career civil servant who has worked primarily in DWP since first joining the Department in 2003. The majority of this time has been spent in policy roles, including pensions, labour market and devolution. He has also worked in the Department’s finance and digital functions. His current role involves overseeing policy on private pensions strategy, pensions guidance and pensions dashboards.

Jackie Spencer

The Money and Pensions Service

Jackie Spencer is the Head of Money and Pensions Policy & Strategy at the Money and Pensions Service. She is focused on developing propositions across money and pensions to help improve people’s financial wellbeing in the UK. She has led the way in creating guidance and tools for automatic enrolment, pension freedoms, Pension Wise and many other key life events.

In 2016, Jackie lead the Open Identity Exchange project and white paper on “Creating a pensions dashboard” with industry and Government Digital Services. This was one of the early foundation projects that developed the direction for dashboards.

With over 20 years’ experience in consumer focused financial services, she creates strategies that take complex government policy, financial product and services markets which are translated into consumer centric services that help people take actionable steps to improve their money lives.

She is Certified Financial Planner and holds a master’s degree in international finance.

Adam Gifford

Adam has been working in the pensions sector for just over 10 years now. He joined MaPS in 2021 where he is involved in developing pensions policy and propositional initiatives, such as the pensions dashboard and re-developing MaPS pensions guidance. Before joining MaPS, Adam previously worked in a similar role at Fidelity International, and prior to that, as a chartered financial adviser specialising in retirement advice.

David Reid

David leads the Policy and Engagement team on the Pensions Dashboard Programme and is on secondment from the Department for Work and Pensions (DWP). David is responsible for working across government to ensure the legislative, legal and regulatory requirements of the programme are delivered. He also has senior responsibility for communications and engagement.

David has worked in pensions since 2008 when he joined the Automatic Enrolment Programme leading on the analysis of employer and exchequer costs. He moved into the policy profession in 2011 and was Head of Automatic Enrolment & NEST Policy and led the department’s sponsorship of NEST until 2015 when he moved to the Pension Wise team in HM Treasury.

David has a MMathStat (Hons) in Mathematics and Statistics from the University of Newcastle Upon Tyne.

Tim Reichardt

Tim oversees the operational management of the dashboard connection process, ensuring organisations are effectively and efficiently scheduled and guided through integration with the PDP architecture.

A career civil servant with extensive experience in project and operational delivery, Tim has been seconded to the Money and Pensions Service since 2020.

Richard McHugh

Rich McHugh was appointed as Head of Digital Design and Delivery in the Pensions Dashboards Programme at the Money and Pensions Service in March 2024, on secondment from DWP Digital where he’s a Deputy Director.

Rich brings significant leadership and digital delivery experience from a career spent entirely in IT/digital roles in both the private and public sector. Rich started his career as a mainframe programmer at British Airways before moving into IT project/programme management with BA, EDS and Hewlett Packard, before moving into the public sector with BPDTS Ltd (a DWP ALB delivering digital and technology services to the department) as Head of Digital Delivery Operations and then CEO, before moving to DWP Digital in 2021. During his career he has delivered both digital customer-facing and back-office solutions at scale, as well as delivering significant growth at BPDTS before acting as joint SRO on the programme to TUPE BPDTS staff into DWP during the pandemic.

Rich has a BSc (Hons) in Mathematics & Statistics from the University of Newcastle.

Lucy Stone

The Pensions Regulator

Lucy started working on pensions dashboards in 2017, inputting into the ABI’s prototype development. She led The Pensions Regulator’s input into the development of primary and secondary legislation, and now oversees the delivery of TPR’s programme of work – from guidance to communications, and industry engagement through to the implementation of processes for monitoring and regulating compliance. She is a regular speaker on dashboards and data at industry events.

Lucy has worked at the regulator since 2010, in various project and policy roles, including acting as Head of Policy covering a secondment in 2023. Her policy focus has been on issues surrounding administration, including record-keeping and cyber; and the regulation of Public Service Pension Schemes.

Caroline Donellan

The Financial Conduct Authority

Caroline is a Technical Specialist in the Financial Conduct Authority’s policy function. She is the policy lead on the FCA’s pensions dashboard work, including the rules for pension providers connecting to dashboards and the regulatory framework for firms operating pensions dashboard services. In addition to 15 years’ experience of policy development across the FCA, Caroline brings insight and experience from working in a financial services compliance consultancy and in a consumer advice charity.

Chris Connelly

Heywood

Chris is the Chief Strategy Officer at Heywood Pensions Technologies. He has 30 years of experience in life and pensions administration, solution design, and proposition management. He has worked with public and private sector pensions, as well as life insurance companies. In 2022, his contributions to the pension industry through his work in PASA and MaPS were recognised by Pensions Age with the “Pensions Personality of the Year” award.

Equisoft/Pension Fusion

David has been working in the financial services industry for over 17 years, covering a wide range of operational and change roles.

He joined Equisoft (formally Altus) in 2020 as a Business Analyst and progressed quickly to become a Product Manager in 2022 for their Pension Focused products (Equisoft Pay & Pension Fusion - ISP).

As a Product Manager, he is involved in supporting new and existing clients migrating onto his products, as well as consultancy work on ‘how’ his clients can improve their operational processes to guarantee better customer outcomes. Ensuring the products stay up to date with regulatory requirements, he continues to innovate as the market and technology evolves all while supporting clients through that journey.

Prior to joining Equisoft, David worked for a number of large Pension, Life and Platform providers such as AXA, Standard Life, Friends Life and Abrdn. Starting as a back-office administrator before moving into account management, Authorisation Senior, Transfer (in & out) manager and finally a Change Manager, before moving to Equisoft.

David has been involved with the Pensions Dashboards Programme as an Alpha/early participant since 2021, where you will often hear him in discussions, supporting PDP or their associated members, to ensure the correct processes are understood and adopted.
